Ich schreibe gerade an einem Antrag aus dem Lifelong Learning Programme/Grundtvig zum Thema Digital Storytelling und Migration. Eben habe ich eine gute Definition der Begriffe Promotion, Dissemination und Exploitation gefunden.

Dissemination and Exploitation of Results

Activities designed to ensure that the results of the LLP and its predecessors are appropriately recognised, demonstrated and implemented on a wide scale. Within the context of the LLP, the following distinctions should be observed:

Promotion and awareness-raising is used primarily in the context of publicising the existence of programmes and initiatives, their aims, objectives and activities and the availability of funding for given purposes. This definition excludes the publicising of results. As such, promotion and raising awareness occurs primarily before and during the actual implementation of the programmes or initiatives

Dissemination is defined as a planned process of providing information on the quality, relevance and effectiveness of the results of programmes and initiatives to key actors. It occurs as and when the results of programmes and initiatives become available

Exploitation consists of ‘mainstreaming’ and ‘multiplication’. Mainstreaming is the planned process of transferring the successful results of programmes and initiatives to appropriate decision-makers in regulated local, regional, national and European systems. Multiplication is the planned process of convincing individual end-users to adopt and/or apply the results of programmes and initiatives.

Dissemination and exploitation are therefore distinct but closely related to one another. The keys to a successful exploitation of results are:

- producing relevant results from projects ad programmes/initiatives to satisfy the demands of providers, policy-makers and ultimately society more generally, and
- ensuring, through the use of effective dissemination and exploitation, that such results reach the right target audiences in a format and at a time which enables them to benefit from them

Dissemination and Exploitation Plan

A plan for dissemination and exploitation indicates those activities that are going to be carried out during a project’s lifetime. The plan has to be drafted at the very beginning of a project often at proposal stage and must contain activities to be carried out continuously until the project’s end and possibly afterwards.

Derzeit laeuft im Rahmen von COST (European Co-operation in the field of Scientific and Technological Research) eine offene Ausschreibung fuer neue COST – Aktionen, Deadline zur Einreichung von vorlaeufigen Antraegen ist der 30. Maerz 2007.

Die Zielsetzung von COST liegt in der Stimulierung neuer, innovativer und interdisziplinaerer Forschungsnetzwerke in Europa. Unterstuetzt wird die Vernetzung von Forschungsteams auf internationaler Ebene. Gefoerdert werden: transnationale Workshops und Konferenzen, der Austausch wissenschaftlichen Personals und Publikationen.

COST bietet keine Finanzierung von Forschungsaktivitaeten an sich, sondern Unterstuetzung zur europaeischen Vernetzung national bereits finanzierter Forschung.

Die offene Ausschreibung folgt dem “bottom-up Prinzip: das heisst sie ist thematisch nicht beschraenkt und auch fuer Aktionen aus den Disziplinen der Sozial- und Geisteswissenschaften offen.

Insgesamt – ueber alle Wissenschaftsdisziplinen – laufen derzeit rund 200 COST-Aktionen, jaehrlich kommen ca. 50 neue Aktionen dazu.

Aktuelle Ausschreibung:
Die aktuelle Ausschreibung wird in einem 2-stufigen Antragsverfahren abgewickelt. Im Rahmen der 1. Stufe werden Vorantraege mit max. 1.500 Woertern/3 Seiten uebermittelt.
Einreichfrist fuer die 1. Stufe ist der 30. Maerz 2007.
Nach der Begutachtung der 1. Stufe werden voraussichtlich Mitte Mai 2007 die ausgewaehlten Vorschlaege zur Einreichung eines Vollantrages (Full Proposal) eingeladen.
Einreichfrist fuer die 2. Stufe ist voraussichtlich Ende Juli 2007.
Die Einreichung erfolgt online.

Durchschnittliche Foerdersumme: 90.000,- EUR pro Jahr Durchschnittliche Projektlaufzeit: 4 Jahre Mindestanzahl teilnehmender Staaten: 5

ESF – 2007 Call for Proposals

Each year, ESF supports approximately across all scientific domains.

The focus of the scheme is on projects aiming to open up new directions in research or to explore emerging research fields with potential impact on new developments in science. Proposals should demonstrate the potential for initiating follow-up research activities and/or developing future collaborative actions. Interdisciplinary topics are encouraged.

Proposals may be submitted in any or across several of the following broad scientific fields:
- Biomedical Sciences
- Life, Earth and Environmental Sciences
- Physical and Engineering Sciences
- Social Sciences
- Humanities
- Science driven issues of Research Infrastructures in any of the above fields

The 2007 Call for Proposals is for workshops to be held between 1 January and 31 December 2008.

The deadline for submitting proposals is 27 April 2007, 16:00 CET.

ARTE

Am 25. März 1957 unterzeichneten sechs Länder – Deutschland, Frankreich, Belgien, Luxemburg, Italien und die Niederlande – die so genannten Römischen Verträge, die Vorläufer der Europäischen Union. Das war vor 50 Jahren. Grund für ARTE zu feiern, aber auch kritisch Bilanz zu ziehen.

Kürzlich wurde auf dem EUROPA-Server eine eigene Website dafür unter http://europa.eu/50/index_de.htm eingerichtet. Sie umfasst nicht nur wertvolle Hintergrundinformationen über die Entstehung der EU, Hinweise auf Literatur, sondern auch ein Verzeichnis aller Veranstaltungen in den Mitgliedstaaten zum Thema.

Heute habe ich die Auftaktveranstaltung zum Programm “Lebenslanges Lernen” in der Hofburg in Wien besucht. Nach der prominent besetzten aber etwas flauen Podiumsdiskussion (BM Schmied und Hahn, MEP Prets…) wurden ÖsterreicherInnen verabschiedet, die im Rahmen von EU-Bildungsprojekten eine Zeit im europäischen Ausland verbringen werden. Ein Kandidat, der in Belgien ein Berufspraktikum absolvieren wird, antwortete – zur Erheiterung der ca. 700 anwenden Teilnehmenden – auf die Frage, ob er sich auch sprachlich vorbereitet habe: “Ich habe gehört, dass man in Belgien auch deutsch spricht…”

Ein paar Splitter:

- LLL-Programm: 0,81 % des EU Gesamtbudgets
- 2007-2013 Budget: 7 Mrd € für Bildung
- Kommissionsvorschlag war bei 14 Mrd Euro
- Integriertes Programm ermöglicht einfachere Verwaltung
- Nationalagentur will bessere Dienstleistungen für AntrastellerInnen erbringen
- Aufwand für AntragstellerInnen wird (hoffentlich) wesentlich geringer sein z.B. durch mehr Pauschalen
- Valorisierung (Verwertung der Projektergebnisse) soll noch wichtiger werden
- Ministerin Schmied will nationale Kofinanzierung, soweit die Projekte in ihr Ressort fallen, sicherstellen.

Für die Radiofabrik habe ich das Lingua-Projekt „Europe on Air“ aus dem Jahr 2003 präsentiert.

Am Nachmittag besuchte ich noch ein thematisches Forum zu IKT. Interessante Präsentationen zu Medienpädagogik im Kindergarten und zum Thema Digital Divide, Digital Natives…
